VISTO:
En sesión Extraordinaria del pleno del consejo regional, mediante Oficio N° 062-2025- GRL-CR-CRJMP/PCPPAT, de fecha 18 de noviembre del 2025, el Presidente de la Comisión de Planeamiento, Presupuesto y Acondicionamiento Territorial, consejero regional Sr. Chico Reiger Junior Macedo Pinedo, solicita Autorizar al Gobernador Regional de Loreto para la Aprobación de la Priorización de veinticuatro (24) Proyectos de Inversión Pública a ser financiados bajo la modalidad de obras por impuestos de conformidad con la Ley Nro. 29230, ley que impulsa la inversión pública regional y local con participación del sector privado, para su agenda y aprobación en sesión de consejo;
CONSIDERANDO: Que, el Artículo 191° de la Constitución Política del Perú; establece que los gobiernos
Que, la Ley N° 27783 - Ley de Bases de la Descentralización, en su Artículo 8%, establece que, la autonomía es el derecho y la capacidad efectiva del gobierno en sus tres niveles, de normar, regular y administrar los asuntos públicos de su competencia; la autonomía se sujeta a la constitución y a las leyes de desarrollo constitucional respectivas;
Que, el Artículo 13° de la Ley N° 27867, Ley orgánica de gobiernos regionales, establece que el consejo regional es el órgano normativo y fiscalizador del gobierno regional. Le corresponde las funciones y atribuciones que se establecen en la ley orgánica de gobiernos regionales y aquellas que le sean delegadas;
Que, en el Artículo 39° de la misma ley orgánica de gobiernos regionales, primer párrafo, refiere lo siguiente: los acuerdos del consejo regional expresan la decisión de este órgano sobre asuntos internos del consejo regional, de interés público, ciudadano o institucional o declara su voluntad de practicar un determinado acto o sujetarse a una conducta o norma institucional;
Que, en Estación Orden del Día, conforme al artículo 40° del Reglamento Interno del Consejo, se dio cuenta del visto; del debate entre los miembros del consejo regional de Loreto, y del voto de los consejeros regionales presentes en la sesión extraordinaria del consejo regional,
y;
Que, el Pleno del Consejo Regional de Loreto en uso de sus Atribuciones, Derechos y Obligaciones Funcionales Establecidos en la Ley N° 27867, Ley Orgánica de Gobiernos Regionales y; Artículos 2 Literal A) y 12 literal B) del Reglamento Interno del Consejo Regional de Loreto, vigente, y con el Voto Aprobatorio de los miembros hábiles de este consejo; el Pleno del Consejo Regional de Loreto, acordó por MAYORÍA el siguiente Acuerdo Regional:
Artículo Primero: Autorizar, al Gobernador Regional de Loreto para la Aprobación de la priorización de veinticuatro (24) Proyectos de Inversión Pública a ser financiados bajo la modalidad de obras por impuestos de conformidad con la Ley Nro. 29230, ley impulsa la inversión pública regional y local con participación del sector privado, tal como se detalla a continuación:

Artículo Segundo: Autorizar, a la Secretaría del Consejo Regional de Loreto, notificar a la Gerencia General Regional del Gobierno Regional de Loreto, para conocimiento e implementación del presente Acuerdo Regional y su publicación en el Diario de mayor circulación de la Región. Asimismo, a la Gerencia Regional de Tecnologías de la Información y Telecomunicación, a efecto de publicar el presente Acuerdo de Consejo Regional, en el portal web del Gobierno Regional de Loreto: www.regionloreto.gob.pe.
Artículo Tercero: el presente Acuerdo Regional, entrará en vigencia al día siguiente de su publicación.
